But wait one moment!
He does have powers over non-EU immigration, doesn't he?
So he could have met his target by severely reducing non-EU immigration, couldn't he?
In fact more immigrants arrived from outside the EU (265k) than from the EU (214k)!
So he does already have the powers to reduce net immigration to the '10's of thousands' that is his stated target (mo ifs, no buts - Cameron's words), but that target is now abandoned
He simply chooses not to exercise his powers to reach his self-proclaimed targets
So his huffing and puffing to the EU over immigration is a bit of theatre for home-consumption
Now look at the home Secretary - she has stated that she is bringing non-EU immigration under control and that the big problem is EU migration, which will cause her to miss her targets:

The latest comments by Theresa May were her clearest yet. Those targets are "unlikely" to be met, mainly because of migration from within the EU.
Mrs May said the government had been controlling non-EU migration and was cracking down on abuse of the visa system but reform was needed to the principle of free movement of people within the EU.
